What is the difference between fine-tuning and RAG, and which one modifies the model?

Answer

Fine-tuning permanently modifies model weights by training on additional data. RAG (Retrieval-Augmented Generation) augments the prompt with retrieved documents at query time without changing the model at all. Only fine-tuning changes the model.
